Using a 13-in 2012 MBP/Intel HD4K with W10 Anniversary (1607) installation, I tested using a Apple TB-to-DVI adapter and an Acer X192W 19-in display. I also tested hot-plugging. Cold boot and hot-plugging both work. I am a bit surprised with hot-plugging, since it is not supposed to work. After cold boot, with display physically connected.
